One pathway inside the standard.
This program credentials at two entry levels: Associate (Level 01), the foundational on-ramp, and Practitioner (Level 02), for those with applied experience. Both sit under the Track 03 (Partner / Practitioner) licensing arrangement and are taught on the four pillars of the N M E D Framework.

Grounded in AI Fluency — a human in command of all four disciplines
Our method is grounded in AI Fluency, the framework developed by Anthropic: Delegation, Description, Discernment, Diligence. It is augmentation, not automation — a human steers, judges, and stays accountable in every discipline.
Two cross-cutting competencies every Practitioner must demonstrate
- Funding-pathway fluency. A Practitioner does not ask "what is your budget?" — they ask "which pathway funds this work, and how do we qualify the engagement?" (Title grants · federal research/modernization · contracts/vehicles · foundations · state/pass-through · bonds/endowment.)
- Federal-alignment literacy. NIST AI Risk Management Framework competencies, IRC §132 eligibility, and the Title-funded HBCU/MSI capacity programs.
Using AI is common. Governing it is rare.
There is no recognized standard for modernizing institutions responsibly with AI — applying senior human judgment across policy, transformation, leadership, and talent at once. N M E D is that standard.

How to get certified
- 1. Choose your level — Associate (on-ramp) or Practitioner (with applied experience).
- 2. Apply — eligibility review (10 business days).
- 3. Train — Associate 20 hrs · Practitioner 35 hrs · Senior Advisor 50 hrs · Fellow 60+ hrs.
- 4. Practicum — a real engagement applying the four pillars (Practitioner+ signed off by a Senior Advisor).
- 5. Submit your folio — portfolio + Executive Case Study (2–4 week window).
- 6. Board review (15 business days) → 7. Earn the credential + Registry listing → 8. Maintain (annual renewal).

The four levels — and the portfolio each submits
Assessment is by submitted portfolio (folio), not a timed exam. Each level's folio grows in scope as the responsibility grows.
Confirms a foundational grasp of the four pillars. Folio: a four-pillar reading of a sample institution, a funding-pathway exercise, and a Code attestation.
Can run a real engagement end to end. Folio: one documented engagement (diagnosis, four-pillar plan, deliverables, funding qualified, senior-judgment statement) — signed off by a Senior Advisor.
Leads multiple engagements and signs off Practitioner work. Folio: a multi-engagement portfolio, an executive case study, and supervision evidence.
Shapes the field and the standard. Folio: qualifying national-scale engagements, field contributions, a Board interview, and nomination by two Fellows.
How the Board scores it
Each folio is scored against clear criteria; the four-pillar integration criterion is weighted heaviest, and the pass bar rises by level. Across all four levels, one spine: apply the pillars in concert, and prove the senior-judgment discipline — agents draft, a named human reviews and signs.

The Partner / Practitioner licensing layer.
For boutique advisory firms, consultancies, implementation partners, and training providers serving government and enterprise with N M E D-aligned methodology. The program credentials their people and licenses the firm to practice the standard.

Most candidates don't pay out of pocket.
Candidates rarely pay from operating budgets. Trained pathways include Title III/V/IV-A capacity grants (HBCUs, HSIs, Tribal Colleges), the Technology Modernization Fund, NSF / FIPSE AI-workforce programs, foundation and state funds, and IRC §132 employer pre-tax reimbursement — plus the N M E D Access Fund, our scholarship commitment to HBCU and MSI candidates. Identifying and qualifying the right pathway is itself a Practitioner competency.
